Abstract: PETROLEUM REFINERIES REPORT TO EPA AND KEEP RECORDS TO DEMONSTRATE THE APPLICATION AND PROPER OPERATION OF BEST DEMONSTRATED CONTROL TECHNOLOGY TO REDUCE LEAKS OF VOLATILE ORGANIC CHEMICAL EMISSIONS. THE AGENCY USES THE DATA TO ENSURE RESPONDENTS' MEETING THE STANDARDS AND TO EVALUATE THE PROGRAM.
