Abstract: PL 83-566 AUTHORIZES THE SECRETARY OF AGRICULTURE TO PROVIDE FINANCIAL AND TECHNICAL ASSISTANCE TO LOCAL ORGANIZATIONS IN PLANNING AND CARRYI OUT WATERSHED PROJECTS. SECTION 3 OF THE LAW REQUIRES THE SECRETARY T DETERMINE WHETHER BENEFITS EXCEED ANTICIPATED COSTS OF THE PROJECT. THIS DETERMINATION MUST BE PROJECT SPECIFIC AND THEREFORE INFORMATION PERTINENT TO THE LOCAL AREA COLLECTED FROM OCCUPANTS OF THE EFFECTED AREA.
