NOT LATER THAN 30 DAYS FOLLOWING THE SIGNING OF THE EQUIPMENT
REPLACEMENT CONTRACT, SUBMIT TO OMB A REPORT PROVIDING THE
FOLLOWING INFORMATION: 1) A DESCRIPTION OF THE RESULTS OF THE
SURVEY, 2) AN ASSESSMENT OF THE QUALITY OF THE DATA RECEIVED, 3) A
DESCRIPTION OF HOW THE DATA WERE USED IN MAKING THE FINAL AWARD, 4)
AN INDICATION OF THE RANGE OF DOLLAR CREDITS GRANTED BY USING THE
SURVEY DATA, 5) AN ANALYSIS OF THE RELATIONSHIP BETWEEN SURVEY DATA
GATHERED WITH DATA AVAILABLE THROUGH EXISTING SOURCES, 6) AN
ANALYSIS OF THE VARIATIONS IN CREDITS ACTUALLY AWARDED WITH CREDITS
THAT WOULD HAVE BEEN AWARDED HAD THE VA USED EXISTING DATA SOURCES,
AND 7) RECOMMENDATIONS ON FURTHER USE OF THE SURVEY APPROACH TO
GATHERING RELIABILITY DATA, AND USE OF SUCH DATA IN GRANTING
CREDITS.

THE VA IS CONDUCTING A COMPETITIVE
REPLACEMENT OF MAINFRAME AND PERIPHERAL EQUIPMENT AT ITS AUSTIN,
TEXAS, DATA PROCESSING CENTER. A CRITICAL ELEMENT IN THE TECHNICAL
EVALUATION OF PROPOSALS IS THE DETERMINATION OF FIELD-PROVEN
RELIABILITY OF PROPOSED EQUIPMENT. THE VA PLANS TO BASE THIS
DETERMINATION ON INFORMATION COLLECTED FROM SITES ALREADY
POSSESSING PROPOSED EQUIPMENT.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
