Abstract: THE APPLICATION REQUIREMENTS ARE NECESSARY TO ASSIST HUD IN DETERMININ APPLICANT ELIGIBILITY AND CAPACITY TO DEVELOP HOUSING FOR THE ELDERLY OR HANDICAPPED WITHIN PRESCRIBED STATUTORY AND PROGRAM CRITERIA. A THOROUGH EVALUATION OF AN APPLICANT'S QUALIFICATIONS AND CAPABILITIES IS CRITICAL IN PROTECTING THE FEDERAL GOVERNMENT'S FINANCIAL INTEREST AND TO MITIGATE ANY POSSIBILITY OF FRAUD, WASTE, AND MISMANGEMENT OF PUBLIC FUNDS.
