INFORMATION FOR ANNUAL REPORTS TO
CONGRESS IS REQUIRED UNDER SECTION 2 OF THE 1973 HIGHWAY SAFETY ACT
AND SECTIONS 151 AND 152 OF TITLE 23, U.S.C. FROM ALL STATES AND
TERRITORIES. IT IS USED TO MONITOR THE PROGRESS OF HIGHWAY SAFETY
IMPROVEMENT PROGRAMS AND THE EFFECTIVENESS OF THOSE
PROGRAMS.
