REPORTS ARE USED BY THE COMMISSION TO ASSESS INDUSTRY GROWTH, SUDDEN TRAFFIC PATTERN CHANGES OF THE CARRIERS AND THE EFFECT ON ITS NATIONAL TRANSPORTATION SYSTEM.
