DID NOT RECEIVE THEIR REFUND CHECK OR THAT IT WAS LOST, STOLEN OR
DESTROYED. IN THESE CASES THE TAXPYER IS SENT FORM 3911 TO COLLECT
DATA AND CERTIFICATION ON THE ALLEGED NON-RECEIPT. IRS CAN THEN USE
THIS INFORMATION TO SUBMIT STOP PAYS TO BGFO WHICH MAKES FINAL
DETERMINATION ON REISSUING REFUNDS. (26 USC 6402(A))
