It is our
understanding that the Acquisition Management Systems and Data
Requirements Control List (AMSDL) identifies all acquisition
management systems/source documents and data item descriptions
authorized for contractual application by the Department of
Defense. A requirement in the AMSDL may be tailored down for a
contractual action, but not expanded. In addition to items
explicitly listed in the AMSDL, this approval covers requirements
being reviewed in accordance with the policies and procedures set
forth in DOD Directive 5000.19. Such requests are to be submitted
for inclusion in this docket not later than six months from the
date of their use. Approval is granted for the maximum period
permitted by law, three years, with the understanding that earlier
review of this action may be required. Approval extends to
requirements in this list (or previous lists) which are in
contracts now in place. Not later than October 1983, the Department
is requested to provide a detailed description of its process for
reviewing and approving which requirements from the AMSDL are to be
contained in a contract, including written procedures, criteria for
review, delegations and lines of authority.
