Abstract: THE APAP PROGRAM WAS CREATED TO ASSIST STATES IN ANALYZING STATE AND LOCAL FIRE TRAINING NEEDS AND TO DESIGN AND IMPLEMENT AN ORGANIZATIONA STRUCTURE THAT WILL BE RESPONSIVE TO THOSE NEEDS. THIS ACTIVITY IS AUTHORIZED UNDER P.L. 93-498 SECTION 21(B).
