THIS IMPLEMENTS THE 1981 AMENDMENT TO
TITLE X OF THE PUBLIC HEALTH SERVICE ACT (SECTION 931(B)(1) OF PUB.
L. 97-35), WHICH REQUIRES, TO THE EXTENT PRACTICAL, THE
ENCOURAGEMENT OF FAMILY PARTICIPATION IN THE PROVISION OF FAMILY
PLANNING SERVICES. RECORDKEEPING BY GRANTEES IS NECESSARY FOR THE
SECRETARY TO BE ABLE TO EVALUATE COMPLIANCE WITH THE STATUTORY AND
REGULATORY REQUIREMENTS.
