Abstract: SUBJECT SURVEY IS THE ONLY FEDERAL PROGRAM WHICH MEASURES THE FLOW OF COMMODITIES FROM ORIGIN TO DESTINATION AND BY MODE OF TRANSPORT. THIS REPORTING PROCEDURE STUDY WILL VALIDATE IMPROVED DATA COLLECTION PROCEDURES TO BE INCORPORATED INTO THE FINAL SURVEY DESIGN.
