This request is
disapproved. Only two methodologies have been selected for
evaluation, and both of them are standard. The test should include
a wider variety of methodologies and some should be more original.
The designation of 180 households per panel is excessive--60 would
be enough. The evaluation of the methodologies must include cost as
one of the criteria. Finally, we question the practical utility of
the ultimate product--cost/expenditure data is necessary in order
to do any analysis which will be beneficial to establishing policy
for the feeding programs. We would be happy to meet with you to
discuss our requirements for an acceptable package.
