clearance, which expired 11/30/82, was conditional upon VA's
reassessing, prior to any resubmission, the contents of the
interview sheet in light of compliance/information objectives.
Since VA did not include, as part of its resubmission, any
description of the practical utility of items contained in the form
and, moreover, declined to provide such descriptions when
specifically asked, OMB cannot assess the need for the information,
whether the collection imposes an undue burden on the public and
has any practical utility. Accordingly, the form cannot be approved
for clearance. Because extension of clearance for use of the form
was not sought prior to the 11/30/82 expiration date, any usage
since that date has been, and continues to be, in violation of the
law.
