report, the program consider whether further information on
school-initiated validations would be useful. ED has removed from
this clearance request its proposed requirement for schools to
certify that students have registered for Selective Service before
receiving grant funds.

ATTENDING INSTITUTIONS THAT PARTICIPATE UNDER THE ADS SYSTEM. THIS
INSTRUMENT IS USED TO VERIFY STUDENT ENROLLMENT AND COST OF
ATTENDANCE WHICH IS USED BY THE SECRETA TO DETERMINE THEIR PELL
GRANT AWARD. THE SECRETARY ACTS AS THE DISBURSING AGENT ON BEHALF
OF THESE INSTITUTIONS.
