This request for
clearance is disapproved. The Department had received clearance for
one year expiring December l982. The Department has not provided
any data based on that collection suggesting that the information
(question 25) served any Federal purpose or need, had any validity,
could have any validity or practical utility. The question calls
for two totally subjective interpritations - of "smallest income"
and of "need to make ends meet." As a result, the respondents would
(have) provide answers to the question they perceive was being
asked -- and respondents with precisely the same situations with
the same perceptions may have totally different understandings of
what they "need to make ends meet." Such data cannot serve as the
basis for establishing or evaluating family budgets. Accordingly,
this request for clearance is disapproved. The other questions
contained in the consumer expenditure surveys as approved under OMB
number 1220-0050 continue to be approved for use through July,
