Request for
extension is approved until August 1983. Future requests for
revisions kor extension must fully support requirements beyond
those specified in Federal Reserve Board Regulation B, Section
202.13 and statutorily imposed information requirements explicitly
mandated such as in the Home Mortgage Disclosure Act. Information
provided by the FFIEC and agency strongly indicate that the
agency's requirements are ineffective, inefficient and unnecessary
to detect discrimination or monitor compliance. Therefore, they
appear to impose an unnecessary burden on the public and have
limited practical ability. While the agency has provided some
information on the administrative convenience of its requirements
for the examinations process, the convenience of its requirements
for the examinations process, the agency must provide evidence as
to why the FRB and NCUA approaches would not be at least equally,
if not, more effective. Finally, the agency must explain why
substantive violations could not be detected absent the detailed
universal information requirements currently in place which are
beyond Regulation B and other HMDA and CRA requirements.
