SECTION 3 OF THE CHILD NUTRITION ACT
OF 1966 (P.L. 89-642, AS AMENDED, 42 U.S.C. 1773) AUTHORIZES THE
SPECIAL MILK PROGRAM FOR CHILDREN. THE REGULATIONS SUBMITTED WITH
THIS PROPOSAL SET FORTH, (A) POLICIES FOR THE ADMINISTRATION OF THE
PROGRAM BY STATE AGENCIES AND FOR ITS OPERATION BY LOCAL LEVEL
ORGANIZATIONS, AND (B) REPORTING REQUIREMENTS NECESSARY TO RETAIN
PROGRAM FUNDS AND NOTIFY USDA OF THE RESULTS OF PROGRAM
OPERATIONS.
