Section I, questions 1 and 2, & Section II, questions 1 2,3,
& 4. 2) Estim. FY 1982 obligations for heating assistance
(excluding crisis), cooling assistance (excl. crisis), crisis
assistance (total), weatherization assist., & administrative
costs attributed to energy assistance. 3) The estimated total
number of households receiving home energy assistance during FY
1982. In addition, HHS should: 1) Compare total funds obligated as
of 6/30/82 with cash drawdown data available from Treasury, 2)
regard data for item 4 as an advance report which will meet the
requirements for data to be reported by 8/1/82, and 3) ensure that
future collection of data items for this program which are not
specifically provided for by law or regulation are coordinated with
non-Federal organizations such as the APWA.

THE DATA ARE NEEDED TO UPDATE AN
INITIAL PICTURE OF THE MOST BASIC STATE PROGRAM CHARACTERISTICS OF
LIHEAP AND TO OBTAIN INFORMATION CONCERNING STATE'S LIHEAP COOLING
ASSISTANCE PROGRAMS FOR THIS SUMMER. THE DATA WILL BE PRIMARILY
USED TO RESPOND TO CONGRESSIONAL QUESTIONS DURING TESTIMONY ON THE
FY 82 PROGRAM AND THE FY 83 LIHEAP BUDGET PROPOSALS.
