REPORTS IS MANDATED BY THE CLEAN WATER ACT. EPA PROVIDES GUIDANCE
TO THE STATES TO ENSURE A COMMON UNDERSTANDING OF THE ESSENTIAL
FEATURES OF THESE REPORTS. COMPLIANCE WITH THE GUIDANCE ASSISTS EPA
IN DEVELOPING A BALANCED UNDERSTANDING OF PROGRESS, PROBLEMS AND
APPROACHES RELATING TO STATE WATER QUALITY CONDITIONS.
