THE INFORMATION IS USED IN DETERMINING WHETHER BONDING IS PROPERLY REGULATED AND TO AVOID A BREAK IN THE CHAI OF LIABILITY THAT FLOWS FROM THE MOMENT OF PERMIT APPLICATION UNTIL COMPLETION OF THE PERMIT RECLAMATION.
