IT SHOULD BE NOTED THAT WHERE THE SOLE CAUSE OF MAINTAINING RECORDS OR REPORTING INFORMATION IS THE RESULT OF A CONTRACTURAL RELATIONSHIP WITH AN AGENCY OF THE FEDERAL GOVERNMENT, THE COSTS ASSOCIATED WITH THOSE INFORMATION REQUIREMENTS ARE TO BE INCLUDED IN PAPERWORK BURDEN ESTIMATES. IT IS IMMATERIAL THAT THE SAME WAREHOUSMEN WOULD REPORT AND MAINTAIN THE SAME INFORMTION PURSUANT TO A CONTRACT WITH SOME OTHER PARTY.
