disapproved. OMB is aware of its December 30, l980 letter to NHTSA
concerning this project. However, the length of time which has
passed since this survey was developed as well as changes in the
NHTSA's program concerning fuel economy regulation, have resulted
in changes to the original justification and need for this survey.
OMB believes that the need for this survey at this time has not
been proven or tied specifically to present NHTSA program needs.
OMB also points out that it is not clear that this survey
adequately meets EPA's needs, or addresses issues raised in EPA's
February 9, l982 letter to NHTSA (e.g. the need for VIN and
front/rear wheel drive data).
