consolidated waiver proceedings will "decrease substantially... the
person-hours that applicant manufacturers will be required to
expend in future proceedings." If this means that fewer hours will
be needed for each application, OMB would like to know when this
policy change will result in a decrease in EPA's total burden
estimate. (The burden reduction does not seem to have showed up in
this submission, which is the same as EPA's last ICB
submission.)

MANUFACTURERS IN THEIR WAIVER APPLICATIONS IS ANALYZED TO DETERMINE
WHETHER THE MANUFACTURERS ESTABLISHED THAT THEIR MODELS HAVE MET
THE CRITERIA TO RECEIVE WAIVERS THE GUIDELINES SPECIFY THE
INFORMATION EPA NEEDS TO MAKE THAT DETERMINATION.
