21, REQUIRE THAT EACH PERSON WHO IS REGISTERED AS A MANUFACTURER,
IMPORTER, EXPORTER OR DISTRUBUTOR OF SCHEDULE I AND II CONTROLLED
SUBSTANCES, REPORT ALL TRANSACTIONS AFFECTING INVENTORIES OF
CONTROLLED SUBSTANCES TO THE DRUG ENFORCEMENT ADMINISTRATION. THE
INFORMATION IS USED BY THE DRUG ENFORCEMENT ADMINISTRATION FOR
MONITORING CONTROL OVER DIVERSION OF CONTROLLED SUBSTANCES FROM
LICIT DISTRIBUTION SOURCES
