Abstract: THIS POLICY WILL ENABLE U.S. EPA TO PRIORITIZE ITS ENFORCEMENT ACTIONS SUCH THAT AGENCY RESOURCES WILL BE FOCUSED ON COAL-FIRED BOILERS WHICH PRESENT THE GREATEST ENVIRONMENTAL THREAT, I.E., THOSE WHICH CANNOT MEET THE STATE IMPLEMENTATION PLAN EMISSION LIMITS BASED ON 30 DAY FUE AVERAGING.
