POLLUTION PREVENTION REGULATIONS APPLY TO APPROXIMATELY 25,000
VESSELS AND FACILITIES. WHEN IT IS IMPRACTICA TO COMPLY WITH THE
REGLATIONS, THE OPERATOR OF THE FACILITY OR VESSEL MAY REQUEST AN
ALTERNATIVE PROCEDURE OR EQUIPMENT FROM THE CAPTAIN OF THE PORT. AN
EQUIVALENT LEVEL OF SAFETY AND PROTECTION OF ENVIRONMENT MUST BE
MAINTAINED.
