Abstract: 33 USC 1321(J)(1)(C) -- THIS RECORDKEEPING REQUIREMENT DIRECTS BULK OI FACILITY OPERATORS AND VESSEL OPERATORS TO HAVE AVAILABLE CERTAIN RECORDS. THESE RECORDS MUST BE MADE AVAILABLE TO THE COAST GUARD CAPTAIN OF THE PORT UPON REQUEST. THESE RECORDS ASSURE REGULATORY COMPLIANCE AND ARE AN ENFORCEMENT TOOL.
