because: 1. Form is extremely long and detailed without adequate
justification. No justifications are provided for individual
questions which do not appear relevant, particularly questions 5,
8, 10, 11, 12, 13, 16, and 17. 2. The Justification states that
"The form is also used by the BLM to determine the extent and kinds
of recreation use occurring on the public lands.." There is no
evidence that BLM has worked with the National Park Service to
ensure that the data collected with this form are compatible with
NPS's recently proposed standard units of measurement for the
reporting of recreation data by Federal agencie 3. The burden
estimate of one-half hour is greatly underestimated.
