CERTIFY BEFORE JANUARY 1 EACH YEAR THAT IT IS ENFORCING SPEED
LIMITS ON ALL FEDERAL-AID-SYSTEMS. 23 U.S.C. 154 CONTAINS
COMPLIANCE CRITERIA RELATIVE TO PERCENT OF VEHICLES EXCEEDING 55
MPH. IMPLEMENTING RULES REQUIRE STATES TO CONDUCT SPEED SURVEYS AND
REPORT RESULTS FOR AGENCY USE IN DETERMINING CRITERIA.
MODIFICATIONS IN EXISTING PROCEDURES WERE MANDATED BY THE SURFACE
TRANSPORTATION ASSISTANCE ACT OF 1978
