VEHICLE REGISTRATION RECOMMENDS THAT EACH STATE HAVE A RECORDS
SYSTEM WHICH CAN RAPIDLY IDENTIFY EACH VEHICLE AND ITS OWNER FOR
FINANCIAL RESPONSIBILITY CONTROL, ASSISTANCE TO LAW ENFORCEMENT AND
THE INSURANCE AND MANUFACTURING INDUSTRIES, AND ACCIDENT RESEARCH
AND OPERATONAL PLANNING.
