THIS CONGRESSIONALLY-MANDATED STUDY IS
BENG UNDERTAKEN TO EXAMINE CHANGES IN DSTRICT PRACTICES THAT HAVE
OCCURRED SINCE THE EDUCATION AMENDMENTS OF 1978. THE 1982-83
REAUTHORIZATION HEARINGS FOR ESEA TIT I WILL BE INFORMED BY THIS
DESCRIPTION OF THE WAYS TITLE I PROGRAMS OPERATE LOCALLY, AND LOCAL
EDUCATORS' VIEWS ON THE STRENGTHS AND WEAKNESSES OF THE TITLE I
LEGISLATION.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
