Abstract: PRETESTING AND ACTUAL USE TESTING OF PROPOSED SIMPLIFIED INDIVIDUAL INCOME TAX RETURN FORMS AND INSTRUCTIONS, AMONG SAMPLES OF TAXPAYERS, IS NECESSARY IN ORDER TO DECIDE WHETHER TO ADOPT SUCH PROPOSED FORMS AND INSTRUCTIONS FOR NATIONWIDE USE.
