THE ICC NEEDS TO ELIMINATE IMPROPER
LEASING PRACTICES BY CERTIFICATED MOTOR CARRIERS. THE ICC'S ROLE IN
MONITORING LEASING OF OWNER OPERATORS IS TO ENSURE THAT IMPROPER
ACTIVITIES DO NOT CONTINUE INFORMATION COLLECTED BY THIS SURVEY
WILL HELP THE ICC ASSESS WHETHER LEASING RULE CHARGES ARE
NEEDED.
