Abstract: THE FCC FEE REFUND PROGRAM IS MANDATED BY THE U.S. CIRCUIT COURT OF APPEALS. FCC 199-C IS USED BY LICENSEES TO REQUEST REFUNDS OF FEES BY FCC THAT WERE ORIGINALLY $20 OR LESS. DATA COLLECTED ON FCC 199-C IS USED BY THE FCC TO DETERMINE THE PARTIES TO WHOM REFUNDS ARE DUE, RANDOMLY VERIFY AMOUNTS AND HAVE THE U.S. TREASURY ISSUE REFUND CHECKS.
