Abstract: THE DEFENSE SECTOR IS THE FASTEST GROWING PART OF THE CRIMINAL JUSTICE SYSTEM, AND LOCAL AND STATE TRAINING HAS MUSHROOMED SINCE 1970 ALBEIT IN AN AD HOC MANNER. NO ACCURATE COMPARATIVE INFORMATION CONCERNING DEFENSE TRAINERS' NEEDS AND EXISTING RESOURCES EXISTS THAT WOULD PERMIT EFFECTIVE SHARING OF TECHNIQUES AND RESOURCES, THE EXAMINATION OF INNOVATIVE TRAINING APPROACHES, AND THE DEVELOPMENT OF A RATIONAL STRATEGY OR PLAN TO SUPPORT LOCAL ACTIVITIES NATIONWIDE
