OMB's conditional approval on 1/16/80 until January 1981 for the
annual report due in March 1980, required "specific examples o
actual uses of the data by OHDS in decisionmaking, not just OHDS'
annu report to Congress." HHS' 3/11/81 memorandum does not provide
example of actual uses of most of the data elements. Unfortunately,
the HHS DAS for Management Analysis and Systems confirmed 4/3/81
that the annu report due this spring has already been mailed to
respondents. To dat replies have been received from 59% of the
universe. At the 4/3/81 meeting, OMB indicated the need for a
comprehensive study of the reporting burden on HeadStart program
directors. HHS should describe in its 1982 ICB its plan for such a
study, to be completed no later th 9/30/81, including all such
information collections to be reviewed for consolidation and
elimination of duplication. Those few questios (not including
services by handicapping status simultaneously) which are used by
the Secretary's HeadStart performance indicators could be adde to
the PIR. HHS should include the National HeadStart Association in
this burden reduction review.

TOWARD MEETING LEGISLATIVE DIRECTIVES, FOR PROGRAM PLANNING FOR
MONITORING PROGRAM COMPLIANCE WITH THEMANDATE, ASSESSING STAFF
TRAINING AND TECHNICAL ASSISTANCE NEEDS, AND PLANNING FOR THE
ALLOCATION OF RESOURCES TO SERVICE HANDICAPPED CHILDREN.
