Abstract: SINCE THE EXPORT ADMINISTRATION REGULATIONS PERMIT COMMODITIES TO BE EXPORTED TO COMMUNIST COUNTRIES WITHOUT A VALIDATED EXPORT LICENSE TO REPLACE DEFECTIVE OR UNACCEPTABLE U.S. PARTS OR EQUIPMENT THAT WERE PREVIOUSLY EXPORTED FROM THE U.S. UNDER A VALIDATED EXPORT LICENSE, CARE MUST BE EXERCISED TO PRECLUDE THAT THESE REPLACEMENT COMMODITIES ARE NOT DIVERTED TO THE DETRIMENT OF OUR NATIONAL SECURITY.
