Abstract: IN ORDER TO BETTER GUIDE TVA OFFICE OF COMMUNITY DEVELOPMENT PROGRAMS, THIS PROJECT IS BEING UNDERTAKEN TO DETERMINE BOTH THE ECONOMIC AND NONECONOMIC DETERMINANTS OF THE QUALITY OF LIFE. THIS WILL ENABLE TVA AND THE STATE OF TENNESSEE TO TARGET DEVELOPMENT FUNDS WITHIN REGION.
