THE LOBOR TURNOVER SURVEY IS AN ONGOING PROGRAM TO MEASURE THE GROSS MOVEMENT OF WORKERS INTO AND OUT OF EMPLOYED STATUS. THE LAYOFF RATE IS USED BY THE DEPARTMENT OF COMMERCE IN PRODUCING LEADING INDEX INDICATORS TO PREDICT MOVEMENTS IN THE ECOMOMY.
