reporting requirement, the WIN 117 report (0980-0020). The same six
month sunset review mandated for 0980-0020 applies to this report
as well. HHS needs to work cooperatively with DOL and the States to
do a full sunset review of the existing HHS/DOL data requirements
for WIN. Special attention should be given to practical utility for
the Federal government and duplication of HHS and DO reporting
requirements. A report of findings and specific Federal uses of
data elements must accompany any extension request. HHS should
examine closely the detailed information on staffing levels the
breakdown of contracted services by category, the amount of cost
detail, the listing of resources, and the resource of coordination
plan.

THE STATE WIN PLAN (SWP) IS THE BASIC
VEHICLE FOR PROVIDING WIN FUNDS TO STATE AGENCIES FOR THE OPERATION
OF THE WIN PROGRAM. IT INDICATES THE LEVELS AND KINDS OF SERVICES
TO BE PROVIDED TO EMPLOYABLE AFDC RECIPIENTS AND HOW THE FUNDS ARE
