Abstract: THE MISSION OF THE PANEL IS TO PROVIDE NSF QUICKLY WITH INFORMATION FROM INDUSTRIAL FIRMS. SUCH INFORMATION IS URGENTLY REQUIRED TO UNDERSTAND CONDITIONS IN INDUSTRY WHICH MAY AFFECT GOVERNMENT POLICY AND DECISION-MAKING. THE 100 PANELISTS TEND TO BE EITHER R&D DIRECTORS OF LARGE FIRMS OR PRESIDENTS OF SMALL, HIGH-TECHNOLOGY FIRMS. THE DATA COLLECTED ARE USUALLY MORE QUALITATIVE THAN QUANTITATIVE IN NATURE, THUS PROVIDING A VALUABLE SUPPLEMENT TO THE DATA AT THE FOUNDATION
