Abstract: THE PORT FACILITY INVENTORY SYSTEM WAS DEVELOPED TO FULFILL THE MARITIME ADMINISTRATION'S RESPONSIBILITIES CONTAINED IN EXECUTIVE ORDER 11921 (EMERGENCY PREPAREDNESS FUNCTIONS) RELATING TO THE OPERATIONAL CONTROL AND ALLOCATION OF U.S. PORT FACILITIES DURING NATIONAL EMERGENCIES.
